The aim of the focus action was to review hydroalcoholic leave-on hand hygiene products. Taking into account the product presentation and composition, the product classification as a cosmetic product or as a biocidal product was reviewed. With regard to its bacteriocidal or virocidal effect, the alcohol content (ethanol content) is an important parameter. Information on the product must not lead to false expectations on the part of the consumer with regard to the product's performance. 44 samples from all over Austria were examined.
30 of these products were clearly made available on the market as cosmetic products on the basis of the cosmetic-specific labeling on the product (e.g. the list of ingredients) and notification in the CPNP database on the part of the distributor.
- 21 of the 30 products made available on the market as cosmetic products were to be classified as biocidal products. These products were therefore unlawfully marketed as cosmetic products.
- Three of the products made available on the market as cosmetic products did not comply with the requirements of Regulation (EC) No 1223/2009.
